Bay State Adjusts Exchange Program

Massachusetts regulators have been tinkering with the design of their state’s health insurance exchange.

Glen Shor, executive director of the state’s Commonwealth Health Insurance Connector Authority, talked about the authority’s Web-based Commonwealth Choice exchange recently at a hearing in Boston on health care costs organized by the Massachusetts of Health Care Finance and Policy.

Guinta Fights PPACA Enrollment Provision

Rep. Frank Guinta has introduced H.R. 2206, the Auto Enroll Repeal Act of 2011.

If signed into law, H.R. 2206 would repeal Section 1511 of the Patient Protection and Affordable Care Act of 2010 (PPACA).

Guinta, R-N.H., has rounded up 15 the cosponsors for the bill and the endorsement of the National Restaurant Association, Washington.

The text of the simply says that the section of federal law created by PPACA Section 1511 “is repealed.”

The provision, set to take effect in 2014, “requires employers with more than 200 employees to automatically enroll new full-time employees into one of the company’s health care plans while continuing the enrollment of current full-time employees,” according to the Deloitte Center for Health Solutions, Washington.

The provision would hit restaurants and other businesses with a high employee turnover rate especially hard, Guinta says in a statement about the bill.
